Top of my head, the X1 may be a fuse covered in heat shrink. Remove the heat shrink.
Could also be a resistor or an inductor.

I THINK some APC UPS's can be configured to ignore the reset button (do something other than shut down the UPS). The reset button will always work when operated within a window of AC applied.
This is what I remember. I could be wrong.
I've done this numerous times. Use a resistor, a diode and a reverse biased Zenier diode. Since you have about 4V when off, probably a 3.3 V diode would work.
Your resistor would be <= (12-Vled-0.6-3.3)/ILed
The diode would protect the LED if inserted in an AC circuit.
