In ASIC devices, why the impedance is varying if you reverse the polarity of the multimeter while measuing the impedance between signal pin/power pin with Ground pin.
when i connecting the JTAG interface to processor i am getting an error messgage like " TAP 1 Has excessively Long IR"
Can any one give suggestions regarding this problem..? why it's throwing this kind of error..?

How to calculate the Bypass capacitor & Decoupling capacitor values while designing?
* people are using 0.1uF, 0.01uF in most of the places...is it a standard value?
* or values are chosen based on the Thumb rule..? or it's based on the chip operating...
