Personally, since I do mostly double-side SMT boards, I prefer Primary and Secondary to label the external layers. Though I have some customers that prefer Top and Bottom. I can't think of anyone that I deal with that still uses Component and Solder anymore.
You also see actual board layers...
Instead of "Component Side" and "Solder Side", many folks are using terms like "Side A" and "Side B" or "Primary" and "Secondary" or (less commonly) "Top" and "Bottom".
How dense is your board? Maybe you could put one or more of the GND planes on an external layer?
Especially if you have a plane area that is small and localized.
Otherwise the split plane idea is probably your best bet. Be aware of traces crossing any plane gaps.
One thing I didn't see mentioned is the fact that most of the time, you do not need a thermal for your vias, any connected to a plane can simply be flooded over.
As others have said, thermals are only really necessary for plane connections for TH components, and SMT parts when tied to a surface...

When I say view, I mean literally, in a viewer (CAM 350, ViewMate, GC Preview, GerbMagic or whatever - there are tons of them out there, many are free). When you view them, they should look like the layers in your Layout editor...

If you view your generated Gerbers in a viewer, do the layers look correct?

I know there's the quite annoying and visible rectangle around the text extents in PADS Logic (schematic capture). you can turn it of by going to Setup-Display Colors... and turning the "Box" column to the same color as the background color. The box is still there, but it's no longer visible...

I just came back and re-read this. I realized I designed the footprint to a minimal configuration. It might be better to lengthen the pads a bit, say to 85, with the soldermask 91 mils long.
And I would change the row-row spacing to 365.

What edaedaeda said. If you have the default libraries from PADS loaded, you should be able to find a SO_24 in there.
Now, I personally do not like the provided libraries, as there are no pads stacks, the silk outlines are on the wrong layer, and the pads are often too...

I'm a long-time user of PADS, so to me, it's a pretty simple package to use.Their Help is decent, though sometimes you have to think like a programmer to figure out where some of the help items that relate to what you need to do are...
