These circuits are poorly designed, and certain to let the smoke out. In the top circuit, if the inputs are left open all the transistors will be on at once. BANG! The bottom circuit has the same problem, and also lacks base resistors for the lower trannies.

There is no need to low pass filter the pwm in this application. A digipot is also unnecessary, and wasteful. All that is required is a PWM output, a transistor or FET if needed for max current required, and a resistor to set the maximum current through the LED.

For software go to www.xilinx.com and search for WebPack. A google search for Xilinx JTAG will find information on programming hardware. They can also be bought cheaply on ebay.

For programming SPLDs you could look at GALBLAST. http://www.geocities.com/mwinterhoff/galblast.htm . But I would suggest using CPLDs. Xilinx has the XC9500 series, and Altera has similar. Software for these is free and programmers are very cheap or easily made.
