With "anxiety resistors" I actually had other conditions in mind than damping, the capacitors on op-amps were just an example, sorry for the confusion. I really wanted to refer to situation where crossing out is the only choice, and that question is answered :-)

when you say that it works with a .sof-file, you mean you download it via JTAG, right? Well, it might be that the FPGA is not prepared to use AS (active serial), which is the scheme it uses to retrieve data from the EPCQ16.
