I assume the number you are talking about is 10+j*0.1. Therefore,
Relative dielectic constant =10;
Loss tangent=0.01;
which are correct.
But the conductivity not only depends on the imaginary part of complex permittivity, but also realted with the operating frequency...

Lumped ports excite a simplified single-mode field excitation assuming a user-supplied Z0 for S-para Referencing. There is and only is one terminal line per port. You cannot define two or more.
