Has anyone worked with 28nm/45nm tsmc process for frequencies above 10GHz, is the noise model as expected or has anyone else experienced a problem with them too?

I am confused as to is there a particular voltage above threshold which is considered as volatge for I on and is 0 volts gate voltage considered as Ioff
