Auto Ranging Voltmeter

I want to make a voltmeter for a PIC. I know how to use a resistor divider to get the input voltage what I need but what if I want to measure multiple ranges and have a circuit that the range...
I am running Altium Summer 09 and when I try to autoroute a very simple test board it gets part way through and then Altium goes to 100% CPU and sits there. I end up having to kill the process. Has anyone else seen this problem?

Another question.
How do you setup default design rules to be applied to any new PCB designed. I know where I can set the design rules for a particular PCB but in Eagle I could load a set of rules in the DRC dialog but I don't see how to do that in Altium.
