I think there is still lots of work in RFIC. Agilent is still developing RFIC Simulation Software tools and has some resources available if you want to check it out.

Re: lcr meter with variable frequency
Like a previous poster mentioned, it all depends on the amount of money you have to spend and what bells and whistles you need. For my money, I use the 4263B Agilent LCR Meter.
