There is another constraint in choosing the Cap, low corner frequency. When you use a capacitor for offset cancellation you make a HPF, so choose the cap value according to your stop band frequency.

Another approach which doesn't need background subtraction or optical flow estimation is mean shift tracking. It works for non-rigid objects and the best paper for this is "Kernel-based mean shift object tracking".

As far as I know, there is no official organization which rank canadian universities in special are like electrical engineering.
Just macleans has a general ranking which is not accepted by some of reputable canadian universities like U of T.

Usually both xilinx and altera have pretty cheap development boards whci can cover your requirements.
If you need more professional boards you can look at plda, nallatech, echotek, sundance, lyrtech or echotek products.

The minimum reasonable sampling frequency of human speech is 8kHz. By the way after sampling you can use VOCODER to decrease this rate.

You can simply measure noise floor of the requested frequency with the Spectrum Analyzer. Place the marker where you want and read the value, then the noise floor in dBm/Hz at that frequency will be:
Marker Value - 10 * log10(Resolution BW).

The result of multipication of Q4.12 and Q1.15 numbers is a Q4.27 number.
To get the result you should simply do a 16bit * 16bit multipication and then you should shift the result left by 1-bit.
