An electronics engineer could program (not ofcourse so advanced as a computer engineer) but a computer engineer couldnot design circuits.....

you could use a powe supply voltage supervisor ic like the tl7705 that will produce a programmable pulse when you connect the power. (it was design to give the reset signal) you will AND gate this signal with your clock

If your cpld has enaugh flip flops use an integrated crystal oscilator with a frequency between 4MHz and 50MHz, and you will use flip flops to divide it.

Its better to use L200 with external transistors because in most circuits that use lm317 with external transistors there is no current protection for the external transistors.
