Hello,
You can start off by writing some simple scripts like creating a placement blockage of some 3u width all around a macro by taking its box parameters. The same can be extended to create power rings around macros.

as per your question setting "set case analysis" to 0 or 1 is purely dependent on which is the worst path. that is among the two cases at the mux, we must propagate the path which would give the worst case.
