I have a matrix with decimal values.

i want to convert all the values to 32-bit single precision floating point value IEEE 754 format. Can anybody help me...

All you need is to create a ROM block to store a image in FPGA so that you could process..
there are certain matlab codes available online to convert image to mif format so that you can store it in ROM block and process it..

As a beginner your choice of Spartan 3E i good, but the thing about your graduation project depends on what idea you choose. Go through some basic development boards from Altera which comes with lots of demos. Make it clear about your requirements.....

I have experienced in Altera DE115 board. My area of expertise was on Video and Image processing. The demos which came with System CD made my project awesome.. better you can go for DE115 itself...but the rate you are saying is too much 8-O..i bought it around 23K a year back from this...
