the problem lies in the voltage your new adapter is short of 0,5 v. i think it is ok. could you adjust your new one to 19 V(may be you could open the case and look inside). hope this help

yes there is an effect on clock frequency due to changing in temperature. you could read it in a datasheet it will state ppm (part per million). i attach a graph for your review

as long as i know there is no way we could build s7 300 mpi cable. just have to buy it from siemens. it is not just a h/w converter, it is also have some protocol inside it. if anybody know how to build one please share with us, many will thank you
