orcad changing a component hole size
Drill of 14 mils is hard coded in software ( for drill assistance for hand drilling).
I find it good size for drilling guide purpose. If you need bigger holes, than you must produce gerbers without drill holes open, than open gerbers in gerbtool, import...
translate protel to allegro
You can import your board in PCB Translator from Camcad. It can
export orcad, pcad and pads format. Than you can import one of those formats
in protel.

You can make footprint with copper area or copper pour connected to those pins in library manager or you can assign 4 pins to GND net ( in Capture or Layout) and place copper pour when you draw your layout.

Go to Auto -> Fanout -> Component to fanout just one chip and than click on
add/edit route button to enable routing mode, make a window around traces you want to copy and than copy paste with control+c and control+v.

Go to Options -> Post process settings, double click the layer for which you want drill file and under otions select Create drill files.
Than go to Auto -> Run post processor.
It wil create gerber files and nc drill with tap extension for plated and npt extension for...
Go to Window-Posr process, than select layers you wish to print, select entire table and right click - run batch. Than open generated file with gerbtool and print selected layers. There are also alternatives.
