Thank you very much for your suggestion. I can't make changes to the ground since it is possible that the antenna is put on the metal top.
By the way, I think that the smaller Er requires larger antenna, i.e., larger ground plane, therefore higher direcitivty.

I can't go with the automatic matching. It is too expensive for me to implement.
It is nothing related to VSWR. Regarding the same amout of energy is delivered to the antenna, part of the energy is radiated, the other part of energy is dissipated due to resistive load and surface wave. If you are using HFSS, you can get the radiation efficency directly.
