4046 PLL not working in Proteus...HELP PLZ!!

I am trying to simulate the 4046PLL in Proteus. The moment I short PIN 5 to GND and VCOIN (PIN 9) to GND the VCOOUT (PIN 4) keeps on generating 1kHz irrespective of the values of C1, R1 and R2.

I know that Rayleigh fading can be generated in MATLAB using
H = sqrt(0.5) * (randn(1) + j*randn(1));
But how can I generate Weibul Fading Channel in MATLAB. I have seen the built in command wblrand but it only generates the real number.

How does circular convolution work?
Can you please explain with example i.e. x = [1 2 3 2 1] and h = [3 2 1].
I know the asnwer from matlab of circular convolving the x and h is [7 9 14 14 10]. But HOW????

Which scenario is better, relay near destination node or source node in terms of BER.
Using BER simulation results I am getting better performance when relay is near destination.

Normaly its is assumed in the papers that Path loss factor is known at the receiver and instantaneous channel is not. Can some one plz explain me the physical senario that why do we need to know the path loss at receiver

Just a lilttle help, as asha19800 has given differnt parameter to compare, they are discussed by Goldsmith in her paper on Energy-efficiency of MIMO and cooperative MIMO techniques in sensor networks. A very good paper to read...
