In Pal tv signals the second field is interlaced and starts its progress scanning from the centre top of the screen not from the top left as the first field started.

Anther factor against using an led for ac supplies is that the eye can detect the 50 hz flicker from the diode, not if you look directly into it but at an angle momenteraly , very off putting.
Your realy does not have a supression diode conected between the collector and the supply of the switching opto isolator. It dumps the energy of the coil back into the power supply as the coil de-energises.
Is that the voltage under load when the programer is running . Many serial ports do not give quite enough voltage to enable the pic . Is your circuit correct . The JDM programmer is a succesfull programer and should work for you .
Have you considered using a LDR Light dependant resistor. The light /current bias is very linear compared to a Photo transistor. it would not be hard to control the current through your diodes with a simple biasing circuit.

I use photographic paper and then a very hot iorn to transfer the black toner from the paper to the plain copper board . For me this is a simplar method as it realy only takes one action befor the copper sulphate emersion.
