For Accurate measurements i suggest to use ADC (like ADC0804) instead LM3914, it gives you 8Bit Resolution and just you need to convert from 5v logic to 3.3v one, you can do it by general purpose npn transistor with suitable resistors.
if you have a uC in your project, so use it's internal ADC instead of LM3914.
you should build only a voltage divider (13.8v==>5v) for battery and measures it's voltage

1-Holding points are float, not connected with VSS.
2-There was two capacitors C1,C3 between VDD,VSS missed (i think those for bypass)

your schematic not clear enough to understand your problem, if you show us a full schematic it will be good.

i will try to apply 200Khz with standard Mos or IGBT, but i don't know if IR2110 drivers can handle this frequency!!
as i understand, with 200Khz i need a small working coil and a small parallel capacitor, am i true or not?

anyway, change pulldown resistor to 2K or 1K and at top of your code, put a clear instruction for an ouput that drives your Mos.
