Re: problem
First of all, you should make sure, that you actually have the required bluetooth adaptor installed on your pc. Also, check in your phone's bluetooth options whether it is set to invisible.
Re: why
sometimes these errors happen from sudden damage to the ram memory ... very rare but a possibility especially if there was a power fault at some time
