cheap chinese oscilloscopes
I would not buy a noname DSO because of unknow service support. I would buy HP or Tektronix for their good service support.
low cost pc sound card based oscilloscope
A sound card based PC scope is a good learning tool at very low cost. Can anyone recommend a USB hardware based PC scope?

The answer depends on the buget, experience and usage. A 100Mhz analog scope is good for general low cost beginner and general use. A 150Mhz DSO is good for lab, design and repair works but at a premium. A PC scope is not for general use, but the price and performance...
I have a Tektronix 2440 scope with a problem of noise in the trace. Noise in trace with probe connected or not. Could it be noise from the power supply?

lm7905 input range
To use LM7905, you need a negative voltage source. A 555 configured as an inverter can provide a low current negative voltage source.
