    why i can't find Phase response

    i think both of ur results are correct but u should pay attention that at the first configuration u have added a large dely to filter and this dealay has appeared as the excess slop on phase response and as a natural result of unwrapping the phase these two dont look like the same.

    yes u can do so,u can change the sampling rate ucsing decimation and interpolation, u can use the commands"downsampling","uosampling","interpolate" and "decimate" in MATLAB.
