One of the considerations with not using a transformer is safety. This might be a little oddball, but you could always use a 220-volt, (or two 110-volt in series), small light bulbs, shining onto a small array of solar cells arranged in whatever series/parallel configuration...

It sounds like what you want is a sample-and-hold circuit between the F/V convertor and the VCO. The question then becomes, how long do you need the voltage input to the VCO to be held? Are we talking a few seconds or a few weeks?

This should be simple, but its eluding me. When I take the input of the circuit "hi", I want the LED brightness to ramp up. When I take it low, I want it to ramp back down. It would be nice if I could use trim-pots to adjust the ramp times separately, but thats not critical. Ramp times...
