    With picbasic for instance, you have DTMF functions to generate and to decode DTMF.

    PIC + 433 MHz modules + assembler

    It depends on module types. I mean, AM-OOK or FM-FSK. If you use AM-OOK modules, you need to manchester-encoding the data before transmit to the module. It shuldn't be necessary with FM-FSK modules.
