Your problem may have several reasons.
So
First check that your PIC is working ( program it again with a simple tested before program).
Second compile the C program with PICC (it is better to compile it with your specification...

Nice work but if u use 74HC595( Double buffered shift register) instead of 74HC164 u can use your circuit as General Message Display beside using it as Moving Message Display.

I had the same problem before,because of code protection fuse.
After ic prog writes the program to your chip it reads it again and compares between what it writes and what it reads, and if code protection fuse is checked it will not read anything .So verfication...
