I think China has to convince the people they can deliver quality
Most of the western people think they can only do mass production.

| There is still other city for IC design, such as Chengdu and Xi'an. There will be much cheaper.

The business for community chips will be difficult for companies which want to trade design cost versus design quality, speed and performance.
IC design is what a stupid could do for 2$ and the excellent for 1$.
The meaning is the price of the IC not the design cost. The return come from the mass production. Some 10% difference in design performance are enough to get enough margin for higher design cost and to get a bigger market share. Design speed and quality act more on the second. Both effect together form a square law which select only a small number of designs to be successful in the market. You can see that also many high cost designs did not success. That should not indicate that they are stupid and low cost designers will have a great chance. It is a sign that they design in a little more expensive process, or require little more area, or missing some undocumented but wanted function form the customer, or design with little less yield, or are production ready some month later. In the mean you will run 20 masks, 5 major designs and will have one burner.
Learning phases take about the time to grow a company with younger and older together. If you look around the faces of a sucessfull team there are mid fifty's and mid twen's. All that learning did happen in the past. They are actual transfering know how, essential not building them up.
IC design will be an area where design cost is not the primary market value.

Many multinational companies come to China and set up design center now. IC fab and testing house are growing quickly which can give some small native design companies more chances to success.
Let's expect this year's progress.

there are more and more company set up China these years,the semi industry is booming
but it is said 1/5 of them will survive at most.However those who survive may be tomorrow's superstar around the world!
