show that the main difference is the reverse breakdown being larger for the 107. It is always safe to use a diode with larger reverse rating.

It is different for different parts. Polarized capacitors do not work properly if the DC level is well below the rating. Valves/tubes do not work properly if the heater or filament voltage is below or above the rated value.
