if yes why? is it always true

I never think is true. I am not very sure what you are reffering to but honestly what makes speed fater or slower in design?

I agree a good design would, what about a good material choice is propably more relevant. If that what you are seeing to derive this assumtion is a standard I am not so sure about that.
