PIC16F84 is old in sense it is primitive. No PIC16F84 does not have a A/D converter. No PIC16F84 has no pulse width modulation. PIC16F84 need an external RC or XTAL clock. Although PIC16F84 is very popular.
For your project:
an universal IR remote control unit

PIC16F84 IR remote control receiver

| Maybe use a 16F877 which has integrated A/D and PWM? Most of the '84 programs will work, too.
