Yuri Kolokolv's virtual frequency meter is the program for PC and simple measuring instrument, which is connected to COM to port of the computer. The virtual device allows to measure frequency, period, time frames and score impulses.
His website has schematic and PCB layout.

Did anyone built this VFM?
It requires to purchase firmaware for AVR from his website, so before I build it I would like to konw your oppinion about it.
