There's some limitation on number of samples you can order in a period of time.maybe you already exceeded that. Or you didn't register using your organisation's email.
TI is good in providing samples, but sometimes they reject samples to prevent misuse of this free service.
Btw what country do you belong to?

As far as i remember, they dont have any official website. I had a friend contacted them. You may want to try, but the base is somewhere in Hong Kong. Best of luck..
