| for safety reasons, you should not connect any circuit directly to the power line. Use a step down transformer to both provide safety isolation and reduced voltage.

I know that digital input cards of plc's often does support that voltage but
I suppose you are looking for something connected on a PC
|

If u want to measure mains voltage/current the best solution is to use isolators like CT(current transformer) and PT(voltage transformer), for low current/low voltage and precise measurment also there is another option: linear opto coupler like IL300 from www.infineon.com with a bandwidth of 100KHz, for lower bandwidth (10KHz) u can use isolated opamps which use pwm tecknique and transformer to transfer sampled voltage amplitude throgh trandformer.
If u want to control (switch) mains voltage use pulse transformer and triac or opto triacs.
