it is kind a hard to find Spartan 3 chips as the time being. Eventough Xilinx claims that XC3S1000 will be less than $20, nowadays it is about $140.
I believe that price drop will start after Q403.

Where can you buy it now? Can you buy small quantities say 2 for prototyping or is there a minimum order?

| Some distributors do not have the min. qty. requirement, you can order any qty. of chips from them.
