questions regarding power supply design

the schematic I saw on the front of this site
(http://members.home.net/simplecircuits/variable_power_supply.htm)
made me wonder why is the AC side of the bridge connected and the + side of the bridge just goes through a capacitor and why the collector of Q3 isn't connected to anything. I have very little to no experience in power supply designs and would like some help. also how would I modify the circuit so that it becomes a bipolar power supply?

It is not very good circuit. In fact I think taht this circuit may use only as a bad example. Nodes of R1 D2 R6 & on IC1 and collector of Q3 must be conected at + on C1. Pin 4 on IC 1 must be connected at C1(-), D1 C3(-) and output (-). Also it is not a good idea to use this circuit for current above 1.5A. Ouput voltage is imposible to reach 40V.
