You can delete all selected primatives very easily. That effectively "unroutes" the net, but the net name remains in the netlist in case you want to reroute it elsewhere.
First deselect all (XA), then make the layer you want to "unroute" the active layer. Select all on that layer (SY), then hold down the shift key and press delete. When you click on an element on the layer, all the selected primatives will be deleted (unrouted). Be aware that this only works on inner layers - if you try it on the top or bottom layers, any components on that layer will also be selected and, therefore, deleted.
To unroute a single net - deselect all, select the net, and use shift delete.
For top or bottom layers, you can "unroute" all by selecting all tracks using the "find similar objects" to select all tracks on that layer. This will leave components untouched, but will select the connecting tracks. Again, use shift delete to wipe out the copper.
Unfortunately, nobody can write an addon for DXP yet. The developers kit hasn't been released for DXP. The necesary 'hooks' haven't been made public.
