Take a look to a Firebird TTC 6000 schematics (and software), it's not so easy.... But it's almost easy to find one (not a Firebird) cheap on surplus market.

Look Dallas Semiconductor BER tester chips DS2172
it is very good solution for cheap and simple BER testers from DC up to 52MHz.
