TMAX Pre-clock & end-of-cycle Measurement problem

Dear all,
I have some problems about the pre-clock and end-of-cycle measurement,
1. what's the pros. and cons. between the pre-clock measurement and end-of-cycle measurement ?
2. In the pre-clcok measurement, why does we need the vector named ""Internal_scan_pre_shift" in the load_unload procedure? why does the tool merge this vector into the shift vector?

Thanks a lot!
