Temperature deviation from setpoint


Dear guyz, currently i have installed a temperature controller (Fenwal) with PWM output which drives SSR to switch heater on/off in order to maintain setpoint. However actually the temperature deviates by 4-6 degree. What could be the prblem. How can i over come this issue.
