Getting NO CARRIER response while initiating a GPRS connect


Hi All,
Am getting NO CARRIER response from the GPRS modem when "ATD*99***1#" AT command is issued. Am not able to connect to the GPRS network,may i know what is the problem.can any one suggest the flow of GPRS AT commands to establish a GPRS connection.
Anyone having a clue what goes wrong? I'm willing to try anything.
