we are working on the RTOS development for Renesas (R8C/L38A) 16 bit controller. Can someone help me how to develop RTOS on 16 bit controller & how to design scheduler? Is there any RTOS for 16 bit controller with source code? I am attaching controller manual for reference. If someone have documents or internet link, please share.

You can use any open source operating systems to study like ucos-ii, free rtos, rtems, ....
you can refer to ttanenbaum book of operating systems as well

I have written a lightweight rtos/multitasking system for the Pic 16-bit micros and posted it on eda board here:

It includes full source code and a pdf document describing the implementation.
