Will there be any voltage????
Do i get any voltage in the crystal oscillator connected externally to the atmega16l...when the mc is switched on....

I guess, you're referring to the pins XTAL1 and XTAL2 (no exactly clear from your question). They can't be disabled by configuration options (fuses), but the oscillator is disabled during processor sleep state for sure. I wonder if it's also inactive, while the processor is held in reset?
