Hai srkyboykg
I coudnt see any schematics. First is Top layout, second is silk screen, third is bottom layout, and fourth is the prototype Photo.
BTW i guess there is no microcontrollers used on the board. Why the codes are used? If microcontroler is used, posting its schematic may help.....Good luck

Hai srkyboykg and savnik
When we can do the same without PIC, why to worry? Be happy. Here is the Link. Hope it helps you.

Too if you are particular to be with microcontrollers, Here is a similar project kit from
"www.united77.com/projects.htm"
designed with Atmel 89C2051 as the heart of the circuit. The Microcontroller based Tacho meter is an easy-to-make photoelectric based tachometer project for measuring the RPM (revolution per minute) of rotating shaft, shop-floor tools and many household machines without any mechanical or electrical interface. The circuit employs AT89C2051 microcontroller as the main controller. Some of the major components used in the circuit are CA3140 operational amplifier, ULN2003 current buffer and KLQ564 4-digit, 7-segment display. Good luck.
