vpp on epic programmer please help

Can't get vpp 13,5v with epic programmer. The max i can get by changing the value of the variable resistor is 12,65V. I'm using a 15V- 1A dc adapter. What may be the problem.

With the application of DC, the bridge will drop 1.4V,the balance DC is not sufficient for 7812 with a diode in the common. It needs at least 3V higher than expected output.

You may apply 15V AC from secondary of the adopter direct.
