Mobile can be made USB host. But you just need to check you Mobile Phone USB controller compliancy.
If your Mobile is USB 2.0 OTG(On-The-Go) compliant, you Mobile can become host and work with any listed usb device in the OTG spec. USB OTG is the capability of the USB controller that it work as USB host as well as USB device. If Device will be attached than your mobile swaps the role from Device to Host. If host (PC) is attached to your mobile then it swaps the role from Device to Host. This way it can work as Host as well as Device.
If your Mobile is just USB 2.0 spec compliant then it can not become host. Because of the OTG compliancy is not implemented in the controller.
Currently, most of the mobiles phones are compliant to USB 2.0 compliant to OTG 1.3. you can check you Mobile Specification, you will come to know about it.
