| Can anyone suggest me a low cost solution with high precision for monitoring a differential voltage of around 500V.

I'd guess a 10$ (or less) DVM will do the job.
Higher precision - more expensive DVM.

| Thanks for your input. Could you please let me know how a DVM can accept 1000V while ICs operate in a voltage much less than that voltage. Is there any resistor divider used inside a DVM for measuring higher voltages?

Exactly! E.g. 999MOhms : 1MOhm
