I used to think that assembly is similar with packaging, but it seems happen before packaging. Please shet some light on it, thanks.

assembly - product after the process of mounting the components on the fab, your output is not yet finished, will undergo to testing, qa etc...
ex. flip-flop, oscillator, PLL

packaging - process of putting all together the assemblies to form your desired product with complete accessories...
ex. ASIC

Assembly includes: wafer test, scribing (separation of the wafer into single IC dice), {mounting of the dice into the package headers, wire bonding, visual inspection, moulding (or capping) of the package}, end test, volume packaging (e.g. reel & tape) ... and shipping.
The jobs between the braces{} are packaging, i.e. packaging is a part of assembly.
