as far as I know there is an ULP (User Language Program) for this purpose
you can import drawings to your pcb
they will be on layer numbers > 200
but tracks will not be real tracks
this is only good for putting a logo on your pcb

bmp2 eagle.zip contains two versions, i canīt remember which one i used. try it with avery small bmp-file, it takes a long time even on a fast pc. but remember what tomaz said: this is only good for putting a logo on your pcb you canīt create a working pcb-file.

Im curious, pls tell me why you want to do that
at the moment I can see no reasons, because:
1. you will have no schematic
2. if you want to create gerber output for manufacturing, it's better to let the boardhouse do the scanning
pls let me know
