How old is the monitor and how hard has it been used?
The two main causes of your symptoms are a worn out CRT or a power supply problem feeding the CRT. If the problem developed gradually, it is likely to be that the CRT just does not have the necessary drive anymore. If the problem appeared more suddenly, then a power supply problem is suggested.
Is the display full width and height? If the picture is short or narrow, it points to low B+ voltage feeding the flyback. If the height and width are ok, then it points to the rectifiers and filter capacitors on the secondary side of the flyback. Inspect the CRT board for any electrolytic capacitors. Are they swollen, discolored or leaking juice. Replace any that appear abnormal. Do the same inspection on the capacitors around the flyback. Often you can spot the bad capacitor with just a visual.
