Hello friend!
Is important for you to know what PLC Manufacturer you will use.After that you choose the programming interface you will use.For example from Siemens: Simatic Step 7(for editing LAD,FBD,STL) and PLCSim(for simulating the project) ; from Omron
CxOne,etc.

in my experiences i have used tow:
1- logo simence is very easy to use and fast also have simulation to test your project

2- ISAGRAF one of the most powerful software for design and simulation with lost of professional feature.

i think you can use this tow first one for simple and easy project and the second for high level.
