Since LPC764 is a 100% 8051 compatible with a few upgrades, any standard 8051 compiler can be used for this purpose. Just need to make a new header file for 764 and you can start.

Raisonance compiler is a good (& free !) candidate for you !

Look at www.raisonance.com home page :

Click on "Device Search"..... ask for Philips derivatives...
you find the header for 87LPC764.

With 4Ko code limit you can develop something !!!
